Lodge a Complaint

The Commission is mandated by the Telecommunications Act (2009) to regulate the telecommunications sector and as such, maintains its policy of assisting complainants to address complaints directly to their service provider, as the first step towards resolving individual problems. However, the Commission can be requested or may, of its own volition, carry out investigations into matters related to market, service providers, services, anti-competition or other such issues.

Type of Complaint

(TCSI): The Ministry of Communication and Aviation (MCA) has completed its second round of public consultations on its planned amendment to the Telecommunication Act.

The consultations, which ended in Honiara today, invited comments from telecommunications service providers on the draft bill.

Those invited to the consultations are part of what is known as the National Cybercrime and Information Committee.

This week’s consultations follows a similar first round of consultations on the draft bill in the Malaita capital, Auki on Tuesday.

The consultations on the bill’s second draft are headed by the MCA’s Communication Division.

According to a statement from the Minister of Communication, Peter Shanel Agovaka, the planned changes are part of the Government’s efforts to curb anti-social behavior on online platforms.

This follows recent instances of alleged abuse, racial slurs and cyberbullying targeting Government officials and their families.

Minister Agovaka described the planned amendment as a ‘responsible’ Government response to protect the rights of victims of discrimination since other legal means to do so did not exist.

“My Ministry is now nearing the completion of a draft bill to amend the Telecommunication Act requiring the compulsory registration of all sim cards.

This is a step towards ensuring that persons using telecommunication services can be held accountable for their actions. Sim registration is vital component of telecommunications in the digital era”, Minister Agovaka said.

The Telecommunication Act is administered by the Telecommunication Commission Solomon islands (TCSI).

The Commission is an independent regulator established under the Act to carry out its principal objective.

This objective aims to enhance the long-term well-being of Solomon Islanders as an inclusive and fair society.

It also aims to increase the productivity of the country’s economy by improving the ‘availability, affordability, quality of service and kinds of telecommunications services in Solomon Islands’.

TCSI Media understands that the Ministry will be bringing all recommendations to TCSI for final discussions after its public consultations are completed.
