Lodge a Complaint

The Commission is mandated by the Telecommunications Act (2009) to regulate the telecommunications sector and as such, maintains its policy of assisting complainants to address complaints directly to their service provider, as the first step towards resolving individual problems. However, the Commission can be requested or may, of its own volition, carry out investigations into matters related to market, service providers, services, anti-competition or other such issues.

Type of Complaint

The Commission as the authority responsible for regulating the telecommunications sector in Solomon Islands issues Service Licences in accordance with Part 5 of the pdf Telecommunications Act (2009) (627 KB)  and Radio Spectrum Licences in accordance with Part 7 of the Act.

Class Licence

Application for a Class Licence must be made through the Commission’s prescribed standard form which must be completed and submitted to the Commission. If the applicant satisfies the qualification criteria and there is no irregularity with its form, the applicant will be registered for the class licence 45 days after filing the form. Under the Telecommunications Act (2009), the Commission cannot restrict the number of applicants that may be registered for a Class Licence.

Television Licence

The Ministry of Communication and Aviation’s (MCA) Television board is the authority responsible for regulating television broadcasting services and for the issuing of Television Licences in accordance with the Television Act.

It is important to note that holders of Television Licences may also be required to apply for a Spectrum Licence from the Commission to use allocated radio frequencies. Please contact the Commission for more information.

Individual Licence

When considered necessary, the Commission will publish a request for applications for an Individual Licence and any person may make such an application. If the Commission intends to restrict the number of service providers to be licensed to a particular service, a competitive selection process will be used for applications. That process takes into account (among others) applicants’ financial bids, experience and commitments in terms of coverage of the service.

Domain Licence

Our Telekom is the delegated administrator (registry) of the country code top level domain “sb” (ccTLD .SB) and works with the Commission to manage the internet top level domain and is also a registrar of the “sb” domain.

All applications for the use of the “sb” domain must be submitted to Our Telekom or one of the company’s approved Registrars.

Spectrum Licence

Applications for Spectrum Licenses must be made through the Commission’s prescribed standard form which must be completed and submitted to the Commission.

The Commission issues standard application forms for the following radio spectrum licence categories:

  1. Aeronautical, Land Mobile and Maritime Radio Services
  2. Fixed and Terrestrial Radio Services
  3. Broadcasting (Audio) Services
  4. Amateur, Radio-determination (Radar) and Satellite Services
